The involved product refers to the Mexican customs tariff number 4011.10.104011.20.06, or other applicable tariff numbers, and is a new radial pneumatic tire with an inner diameter of 13 to 22 inches (330.2 mm to 558.8 mm, respectively). The specific product description shall prevail. The survey applicants are Bridgestone (Mexico), Tornel, Continental Tire (Mexico), and Michelin (Mexico).
The filing announcement shows that the dumping investigation period is from July 1, 2021 to June 30, 2022, and the injury investigation period is from July 1, 2019 to June 30, 2022. The deadline for submitting the answer sheet is May 18, 2023, and can be extended for 5-7 working days.
There are a total of 37 accused Chinese companies, and the list is attached. (Please note that whether Chinese production enterprises are included in the list of registered enterprises is for reference only. The key is whether the products involved in the case were exported to Mexico during the dumping investigation period from July 1, 2021 to June 30, 2022. As long as they have been exported during this period, they need to and should respond to the lawsuit, and if they have not been exported, they do not have the qualification to respond to the lawsuit.)
If the enterprise exports the involved products to Mexico during the dumping investigation period and wishes to continue retaining the Mexican market, it needs to respond to the lawsuit.
The China Rubber Industry Association reminds that based on past experience, Mexican investigation agencies generally do not conduct sampling, and companies need to submit complete responses to obtain their own tax rates. Enterprises that have not responded will be subject to the highest tax rate among the responding enterprises. In addition, Mexico regards China as a non market economy country and has used the United States as a substitute country for China in previous cases.
It is reported that Mexico has become the third country in China's export of semi steel tires in the past two years, with an export amount of approximately 300 million US dollars per year.
